The Ministerial Ordinance to Provide Technical Regulatory Standards on Railways, also known as SHOREI, is the collection of technical standards established by the Ministry of Land, Infrastructure, Transport, and Tourism (MLIT).
The contents of the Ministerial Ordinance provide in principle the necessary performance rules, so-called performance based regulations, for railway facilities, structure of rolling stock, and train operation in order to ensure technical flexibility.

Approved Model Specifications for Ministerial Ordinance to Provide Technical Regulatory Standards on Railways, also known as KAISHAKU KIJUN, are specific and numerical interpretations of the Ministerial Ordinances, and are not compulsory.
And they will be used as bases when MLIT makes judgments on approving licenses for railway operators, and when railway operators establish their implementation standards.
